  In accordance with the "Law of the People's Republic of China on Promoting Clean Production" (2012), the "Measures for Cleaner Production Audits" (2016), and the "Notice of the Provincial Department of Ecology and Environment on the Release of the List of Key Enterprises for Cleaner Production Audits in Hubei Province in 2025," Hubei Jintian Tire Co., Ltd. was designated as a key enterprise for the 2025 Cleaner Production Audit. In August 2025, Hubei Jintian Tire Co., Ltd. successfully completed this round of cleaner production audits and now publicly discloses its basic company information and the results of this round of cleaner production audits in accordance with the requirements.

  1. Basic Information of the Enterprise

  Hubei Jintian Tire Co., Ltd., established in July 2019, is a high-tech tire manufacturer integrating R&D, production, sales, and service. The company is located in the High-Tech Industrial Park in Henggouqiao Town, Xianning High-Tech Zone, Hubei Province. Currently, Hubei Jintian Tire Co., Ltd. has a production capacity of 1.5 million sets of all-steel radial tires.

  2. Pollutant Production and Emissions by Enterprises

  1. Wastewater: The Jintian Tire plant implements separate rainwater and sewage diversion. Domestic sewage generated by the project is pre-treated in the plant's grease traps and septic tanks. After being combined with production wastewater (rubber direct cooling water drainage from the calendering and extrusion workshop, boiler drainage, floor cleaning wastewater, circulating cooling system drainage, PE workshop direct cooling water drainage, waste gas treatment facility drainage, desulfurization wastewater, and initial rainwater), it is treated at the plant's wastewater treatment station (using a regulating tank + A?O + secondary sedimentation tank, with a designed treatment capacity of 100 m³/d). After meeting the influent quality standards of the Xianning High-tech Zone Phase III Wastewater Treatment Plant and the more stringent of the relevant standard limits in Table 2 of the "Emission Standard for Pollutants from the Rubber Products Industry" (GB27632-2011), it is then transferred to the Xianning High-tech Zone Phase III Wastewater Treatment Plant for further treatment.

  2. Waste Gas: Mixed waste gas from the masterbatch and final mixing discharge in the mixing workshop is collected and treated in an activated carbon adsorption and desorption + catalytic combustion unit before being discharged through a 29-meter-high exhaust stack. The exhaust gases from the masterbatch final mixing process in the internal mixing workshop are collected and treated in an activated carbon adsorption and desorption system with a catalytic combustion unit before being discharged through a 23-meter-high exhaust stack. The exhaust gases from the masterbatch final mixing process are collected and treated in a low-temperature plasma and activated carbon adsorption system before being discharged through a 23-meter-high exhaust stack. The calendering exhaust gases from the open mixing mill are collected in a gas collection hood and treated in a primary filtration system with a low-temperature plasma and activated carbon adsorption system before being discharged through a 25-meter-high exhaust stack. The sulfidation exhaust gases are collected and treated in a primary filtration system with activated carbon adsorption and desorption and a CO catalytic combustion system before being discharged through a 25-meter-high exhaust stack (before the renovation). The boiler exhaust gases are treated in a bag filter system with SNCR denitrification and alkaline desulfurization and discharged through a 45-meter-high chimney (before the renovation).

  3. Solid Waste: Primarily general solid waste, hazardous waste, and domestic waste generated by employees. Domestic garbage and sludge from sewage treatment plants are removed by the sanitation department; waste packaging materials, waste rubber, waste scraps (including rubber crumbs, waste steel wire, etc.) and unqualified products are sold to material recycling departments; boiler slag and desulfurization dust removal residue are sold to building materials companies for use as building materials; the molecular sieve at the nitrogen production station is replaced every five years and recycled by the manufacturer; hazardous waste is temporarily stored in the hazardous waste temporary storage room and handed over to qualified units for disposal.

  3. Audit Results

  During this round of clean production efforts, Jintian Tire's leadership attached great importance to and provided strong support. The audit team mobilized all employees to actively submit rational suggestions. This round of clean production audits resulted in 19 clean production proposals, including 16 zero-cost/low-cost proposals and three medium-cost/high-cost proposals (including ultra-low emission modification of the F14 coal-fired boiler, upgrades to the collection and treatment measures for sulfidation waste gas in the F15 vulcanization workshop, and upgrades to the collection measures for ramp-up waste gas in the F16 mixing workshop). Jintian Tire implemented these clean production proposals in accordance with the principle of simultaneous audit, implementation, and results. The implementation has been successful and the company has achieved significant results.
